Older Australians to get fully funded personal care under new home care changes

From 1 October 2026, personal care will be shifted into the “clinical supports” category under the Support at Home program. This change means eligible participants with approved funding in their care plan will have these services fully covered.
The support includes everyday assistance such as help with showering, dressing, and continence care that is not clinical in nature.
The government says the change is designed to recognise personal care as a core part of maintaining wellbeing, safety and independence for people living at home. It also aims to reduce financial pressure on older people and their families.
Importantly, the reform will only apply to services delivered from the start date. Any care provided before 1 October 2026 will not be included under the new funding rules.
Officials say the update is part of broader changes to strengthen Australia’s in-home aged care system and improve access to essential supports.
