Calls for NDIS reforms to better support people with terminal illness

The organisation says the changes must ensure people with life-limiting conditions receive timely and coordinated support, warning that gaps in care could lead to more pressure on hospitals and so-called “bed block”.
Palliative Care Australia’s interim CEO, Simon Waring, said the sector supports efforts to improve the NDIS but wants to make sure people with terminal illness are not left behind during reform.
The organisation says the key concern is not just access to the NDIS, but whether people can consistently receive practical daily support, regardless of which system provides it.
Policy leaders within the organisation also raised concerns about proposed changes to how eligibility is assessed, particularly a shift towards functional assessments. They say people with terminal illness often have rapidly changing and complex needs that may not fit neatly into new assessment models.
Palliative Care Australia is calling for stronger coordination between the NDIS, health services, and any new support systems, including alternative “foundational” supports for people who may not qualify for the scheme.
It says reforms should close existing gaps in care, improve discharge planning from hospitals, and ensure patients do not face delays or confusion when accessing support.
The organisation has indicated it will continue working with government as the reforms progress, while advocating for a system that better responds to the needs of people with life-limiting illness and their families.
