Aged care residents to receive greater protection over extra fees

The changes apply to residents who were already living in aged care before the current Aged Care Act began on 1 November 2025.
From 1 November 2026, providers cannot introduce a Higher Everyday Living Fee (HELF) for a service that was previously provided to a resident without an additional charge.
Aged care homes must continue to provide essential care and services needed for residents’ daily living. These services are required under aged care rules and cannot be charged as an additional fee.
Providers that do not follow the requirements may face regulatory action from the Aged Care Quality and Safety Commission.
Residents who believe they have been billed for an optional service without agreeing to it can raise the issue with the Aged Care Quality and Safety Commission.
