Proposed changes to NDIS planning and supports

A new approach to NDIS planning, known as New Framework Planning, is expected to begin from April 2027. The consultation covers proposed changes to the NDIS Rules, including how disability support needs are assessed, how budgets are developed, how people use their plans and how plans can be changed.
The consultation also includes proposed changes to the NDIS Supports Transitional Rule, which sets out what is and is not considered an NDIS support.
The Transitional Rule confirms that sub-acute palliative care can be provided alongside NDIS functional supports. This is particularly important for people living with a life-limiting illness. There are also opportunities to improve coordination between the health system and the NDIS for people who have both functional support needs and a life-limiting illness.
Palliative Care Australia (PCA) will make a submission to the consultation. People interested in NDIS planning who have feedback about the experience of people with a life-limiting illness can share their views by emailing policy@palliativecare.org.au.
PCA previously made a submission on New Framework Planning and recommended that:
- Assessors should have minimum health-related qualifications and complete quality training in a palliative approach.
- Assessment processes should consider relevant medical and allied health advice when determining support needs for people with life-limiting diagnoses.
- The rapid access pathway for people with a life-limiting condition should continue.
