Personal care to be fully covered under Support at Home from October

Under the changes, personal care will shift into the ‘clinical supports’ category, meaning approved services in a participant’s care plan will be provided with no out-of-pocket cost where funding is available.
These services include everyday support such as assistance with showering, dressing, and non-clinical continence care.
The reform is designed to recognise personal care as an essential part of maintaining health, dignity, and independence for older Australians.
The government says the change will help reduce financial pressure on individuals, families, and carers while supporting people to remain safely at home.
The policy will apply only to services delivered from 1 October 2026 onwards.
