Medicare Bulk Billing Paperwork Set to Go Digital Under AoB Changes

04 Jun 2026

The Federal AMA has been involved in discussions with the Department of Health, Disability and Ageing regarding the reforms, which will modernise how patients assign their Medicare benefits to healthcare providers.

Under the new arrangements, practices will be able to shift from largely paper-based processes to electronic systems, supported by updated guidance and frequently asked questions released by the department.

The department has advised that it recognises the scale of change for some practices and will take an education-focused approach to support compliance during the transition period.

It has also confirmed that bulk billed claims will continue to be submitted through existing Medicare claiming channels while practices adjust to the new requirements.

The AMA has welcomed efforts to modernise AoB processes, noting they remain a legal requirement, while also emphasising the importance of keeping the system simple and avoiding unnecessary administrative burden for practices.

The association says it will continue working with the department and provide further practical guidance for doctors, practice staff and patients as more information becomes available ahead of implementation.
