Inquiry backs new Medicare item for GP child development checks

The recommendation forms part of 16 suggestions aimed at ensuring children across Australia have equal access to the $2 billion program, which launches on 1 July 2026. Thriving Kids is designed to support children aged eight and under with mild-to-moderate developmental delay or autism, and low-to-moderate support needs, while connecting eligible children with tailored services outside the NDIS.

The committee also suggested a separate MBS item for paediatricians to conduct annual reviews, with provisions for case conferencing with other health professionals and educators. Other recommendations included inclusive co-design with families and carers, phased implementation guided by an advisory council, equity of access for Aboriginal and Torres Strait Islander communities and regional families, and a program review after 24 months.

RACGP reaction
Dr Tim Jones, Chair of RACGP Specific Interests in Child and Young Person’s Health and a member of the Thriving Kids Advisory Group, welcomed the recommendation. He said GPs often encounter children with subtle developmental or social-emotional concerns, and longer consultations supported under Medicare would allow families to receive comprehensive care and guidance.

“The time GPs spend with families is key to identifying issues early and connecting them to the right supports,” Dr Jones said. “Workforce support under Medicare is essential to make these consultations effective.”

The RACGP has long advocated for universal annual child health checks covering the first 2,000 days of life, a measure Federal Health and Ageing Minister Mark Butler highlighted when announcing Thriving Kids in August 2025.

Committee perspective
Committee Chair Dr Mike Freelander, a paediatrician, said structural issues with the NDIS had limited its effectiveness for young children. The inquiry aimed to ensure that Thriving Kids provides appropriate, high-quality support, protecting children and families while offering transparent and equitable access.

Thriving Kids will roll out in phases from 1 July 2026, with changes to NDIS access expected from mid-2027.
