Free green whistles introduced for IUD procedures across Victoria

The pain relief option has been rolled out across 15 existing hubs under the Victorian Government’s 2026–27 State Budget health funding package. Another five hubs are expected to open later this year and will also offer the service.

The change follows recommendations from the Victorian Government’s Bridging the Gender Pain Gap report, which was released after the state’s inquiry into women’s pain.

The report highlighted that many women experienced significant pain during IUD procedures and often felt the pain was underestimated or not properly managed.

Victorian Premier Jacinta Allan said the move is aimed at improving support for women during these procedures and recognising concerns about pain management in healthcare.

Victoria was the first Australian state to run a formal inquiry into women’s pain through its Women’s Health and Wellbeing Program.

The inquiry and community survey found many women reported gender bias in healthcare and said their pain symptoms were sometimes dismissed or minimised.

The introduction of green whistles is one of 27 recommendations aimed at improving women’s healthcare experiences and access to better pain management options.
