Debate continues over bulk-billing as MP praised for local advocacy

Speaking in Bendigo, the Minister said bulk-billing rates for patients without concession cards are now well above 80%, while rates for pensioners have increased to around 94%, making Bendigo one of the strongest-performing regions in Australia.
Earlier this year, Ms Chesters wrote to local GP clinics encouraging them to move to a fully bulk-billing model after hearing concerns from constituents about out-of-pocket costs. The letters attracted criticism from many GPs, who argued that billing decisions should remain with individual practices.
Shadow Health Minister Senator Anne Ruston later described similar approaches by some politicians as inappropriate, questioning why clinics were being pressured to fully bulk bill when some practices may not be financially sustainable under that model.
The RACGP has also maintained that practices should have the freedom to decide their own billing arrangements. RACGP President Dr Michael Wright said ongoing financial pressures, including Medicare indexation that has not kept pace with inflation, make it difficult for many practices to provide longer consultations while remaining financially viable.
Bendigo GP Dr Remon Eskandar said he supports improving access to healthcare but believes discussions should also recognise the financial and operational challenges facing regional general practices. He said long-term sustainability is essential to ensure communities continue to have access to quality GP services.
The discussion highlights the ongoing challenge of balancing affordable healthcare for patients with the financial sustainability of general practice, particularly in regional and rural Australia.
