Victoria Launches Diverse Communities Mental Health and Wellbeing Framework 2025–35

These initiatives aim to ensure all Victorians can access a safe, inclusive, and culturally responsive mental health and wellbeing system.

The Framework was co-designed with people from diverse communities, including LGBTIQA+ Victorians, multicultural communities, and Victorians with disability. It forms part of the government’s response to Recommendation 34 of the Royal Commission into Victoria’s Mental Health System and will guide actions over the next ten years to:

  • Support diverse communities in accessing mental health services.

  • Embed diversity, equity, and inclusion across the mental health and wellbeing system using an intersectional approach.

The Diverse Communities Blueprint for Action 2025–28 outlines key priorities and initiatives for the first three years. It highlights opportunities within existing reform investments to improve outcomes for diverse communities across Victoria.
