RACGP launches new resources to support GPs ahead of Medicare changes

The resources are designed to support GPs and practice owners as the Federal Government’s Bulk Billing Practice Incentive Program (BBPIP) begins — a reform set to significantly reshape general practice billing.
To help practices navigate the transition, the RACGP has developed a range of materials, including webinars, factsheets, posters, postcards, FAQs, website text, and phone scripts for reception and on-hold messages.
These assets can be used in waiting rooms, consulting areas, websites, and social media, and are aimed at helping practices communicate clearly with patients about the upcoming changes.
RACGP President Dr Michael Wright said the college’s priority is to ensure GPs feel informed and supported.
“We want members to know how their practice might be impacted by these changes and feel more confident having conversations with patients about what their practice is doing,” Dr Wright said.
“Many GPs and practice owners still have questions about how the new incentives will work, so we hope these resources bring some clarity.”
The FAQs provide practical answers to common questions — including how the expanded incentive will operate, whether GPs must bulk bill all services, and when payments will be made. They also explain that, even with the new incentives, Medicare rebates remain too low to cover the full cost of care for many practices.
To further assist members, the RACGP partnered with Cubiko to host seven webinars through September and October. The sessions, now available to watch on demand, cover:

Dr Wright said the college will continue to provide guidance and gather feedback from members after the changes come into effect.
“We’ll be supporting all clinics and GPs, regardless of their billing model, and we’re keen to hear how these reforms are affecting practices,” he said.
Meanwhile, the Federal Government has launched a bulk-billing calculator to help GPs estimate the financial impact of offering 100% bulk-billed appointments. More than 1,000 clinics have already expressed interest in joining the BBPIP.
