Health Minister Confident Bulk Billing Incentive Will Expand Despite GP Hesitancy

Around 900 clinics that currently charge gap fees, alongside 1,000 existing bulk-billing practices, have shown interest in the program. Minister Butler expects these numbers to grow as practices finalise their calculations.

“We’ve communicated with every general practice in the country about the record investment we’re making and what it means for their practice,” he said. “Practices are reviewing the numbers to determine whether switching to full bulk billing benefits them and their GPs. Already, a couple of thousand have indicated they’ll participate.”

The BBPIP aims to increase bulk-billed GP services to 87.8% by 2028–29, with 3,600 clinics signing up within two years considered a key measure of success. Minister Butler noted that some practices are taking time because they are “crunching their numbers,” but expects momentum to build as more clinics transition.

Highlighting the financial benefits for GPs, Minister Butler said: “Two years ago, a full-time, fully bulk-billing GP earned about $280,000 after practice costs. From this weekend, they could earn $405,000 – a $125,000 increase. This investment is good for Medicare, patients, and GPs themselves.”

The RACGP has released resources to support members during the rollout, no matter their billing model.
