Bulk billing incentives 2025: Understanding Medicare changes and the Practice Incentive Program

At the same time, a new Bulk Billing Practice Incentive Program (BBPIP) will begin. Practices that choose to participate will share in an additional 12.5% incentive payment on eligible MBS services.
Bulk Billing Incentives Calculator
To help practices understand the changes, a Bulk Billing Incentives Calculator has been released. It estimates annual earnings from both:

Medicare bulk billing incentives (BBIs), and
-
the new BBPIP.
A User Guide is also available with step-by-step instructions.
To get the most accurate estimate, practices will need information such as:

GP or practice manager role
-
Practice location (MMM classification)
-
Billing model (bulk, mixed, or private)
-
Number and type of eligible services billed each year
-
Proportion of services for children under 16 or concession card holders
-
Bulk billing rates and privately billed fees
These details can be accessed through your practice management system.
Registration and participation

Practices interested in BBPIP can complete an Expression of Interest (EOI) form now and will receive communications material to display from 1 November.

Registration for BBPIP opens on 1 November 2025.

To participate, practices must be registered for MyMedicare.

Participation is voluntary, but if a practice joins BBPIP, all GPs at the practice must bulk bill all eligible services.
