Better Access Initiative Updates Take Effect 1 November 2025

Key changes include:

  • Improved equity and patient outcomes: The initiative aims to better meet patient needs and support holistic healthcare relationships.

  • Greater flexibility for GPs and PMPs: Twelve existing MBS items for Mental Health Treatment Plan (MHTP) preparation, referral, review, and ongoing mental health consultations will be removed. Practitioners can now use time-tiered professional (general) attendance items, reflecting the length of consultations. This includes longer consultation items and the triple bulk billing incentive where applicable.

  • New clinical relationship requirements: Medicare benefits for MHTP preparation, referrals, and reviews will only be payable if the patient has seen their GP/PMP at their MyMedicare-registered practice or their usual medical practitioner. This also applies to telehealth services. Patients referred via a Psychiatrist Assessment and Management Plan or directly by an eligible psychiatrist/paediatrician are exempt.

  • Existing referrals honoured: Any MHTP referral dated before 1 November 2025 remains valid until all treatment sessions are completed.

  • Focused psychological strategies unaffected: These services remain available to patients from any eligible GP or PMP with recognised training under the General Practice Mental Health Standards Collaboration.

The changes aim to reduce administrative complexity, provide flexibility in patient care, and maintain access to moderate-level mental health support.
