AMA urges higher Medicare rebates for longer GP consultations
15 Jan 2026
AMA Vice President Associate Professor Julian Rait told ABC Radio News that bulk-billing clinics generally conduct shorter consultations for less complex cases, while patients with multiple or complicated health issues often require longer visits that are not adequately recognised in the current rebate system.
The call comes following the latest Cleanbill bulk-billing report, which found that fully bulk-billing clinics have nearly doubled to 40 per cent since government incentives were introduced to improve access for non-concessional patients. Meanwhile, visits to the remaining 60 per cent of clinics have become more expensive, with the average out-of-pocket cost for a standard consultation rising to almost $50.
“Longer consultations take time, particularly for older patients with multiple conditions,” Associate Professor Rait said. “The rebate structure doesn’t currently reflect this, and the AMA continues to push for better support so patients can get the care they need in a single visit.”
The AMA continues to advocate for reforms through its national Modernise Medicare campaign, aiming to ensure Medicare supports the complexity of care in today’s general practice.
